Born in the digital era, the VNUHCM Innovation Hub (VIH) is a strategic step toward realizing the goal of placing VNUHCM among the leading higher education institutions in Asia and accompanying the development of Ho Chi Minh City. Officially established under Decision No. 2275/QD-DHQG dated November 27, 2025, and approved under the International-Standard Development Plan via Decision No. 1160/QD-DHQG dated August 01, 2026, VIH serves as the vital connecting nucleus bridging laboratories and the marketplace.
Operating under the 'Triple Helix' model (Government – VNUHCM – Enterprises), VIH focuses on strategic technologies: AI, Semiconductors, Advanced Materials, Biotechnology, Carbon, Clean Energy, and Educational Technology. Positioned as a Deep-Tech Complex, the Hub accelerates technology transfer, incubates spin-offs and startups, and transforms academic research into substantive socio-economic value.
We are entering the era of artificial intelligence, big data, clean energy, advanced materials, and the digital economy. This is an era where knowledge, creativity, and technology become the most essential production resources to strongly transform Vietnam from traditional manufacturing to a knowledge economy. In this context, the Party and the State have identified science, technology, and innovation (STI) as the core driving force shaping the nation's sustainable development trajectory. VNUHCM, as a leading training and research center, bears the strategic responsibility of leading technology trends and ascending into the group of Asia's premier higher education institutions.
Practice shows that VNUHCM's research capacity is very strong, but the bridge from laboratory to market still encounters bottlenecks. While research often begins with an academic question, the market begins with practical customer and enterprise pain points. The lack of a unified connecting platform, coupled with legal and seed-capital hurdles, has limited many scientific breakthroughs from scaling. Innovation is no longer an option but a vital journey. Therefore, an urgent requirement arose for an institutional model that not only connects market needs but also lays a robust foundation to solve real-world societal problems.

"Real Project - Real Product - Real Value"
VIH Commitment
The VNUHCM Innovation Hub is positioned as a Deep-Tech Complex, serving as the knowledge nucleus and primary source of technology, talent, intellectual property, research products, and university spin-offs. Operating under the Triple Helix model (Government creates policies & catalyses – VNUHCM supplies knowledge & research infrastructure – Enterprises co-invest, test & commercialize), the Hub advances strategic technologies to power the sustainable growth of Ho Chi Minh City, the Southeast region, and Vietnam.
Develop the VNUHCM Innovation Hub into an international-standard Deep-Tech Complex, serving as the core nucleus connecting research, education, innovation, technology transfer, research commercialization, and Triple Helix cooperation; directly elevating the research capacity, innovation index, and global standing of VNUHCM while serving the development of Ho Chi Minh City and the nation.
Focus on researching, developing, and mastering strategic technologies; transferring and commercializing research outcomes; incubating innovative spin-offs/startups and solving key challenges for the State, enterprises, and localities; acting as a coordinator and shared-infrastructure operator to deliver lasting value.
Dare to pave the way in new models, new technologies, new mechanisms and new cooperation methods to promote innovation.
Connecting scientists, learners, businesses in and outside VNUHCM, the State, investors, experts and international partners in an open ecosystem.
Together with stakeholders, identify problems, design solutions, deploy testing, share resources and create shared value.
Act transparently, responsibly, respect scientific integrity, intellectual property and the legitimate interests of the parties.
Aims for substantive, measurable results through technology transfer, commercialization, startups, spin-offs, policies, human capacity and social value.
Support and develop the innovation and creative startup ecosystem by connecting with internal, external, domestic, and international resources to implement science, technology, and innovation activities at VNUHCM and Ho Chi Minh City (HCMC).
Act as a focal point to advise, propose, and perform tasks assigned by VNUHCM related to innovation, support creative startups contributing to the goals and key programs of HCMC and VNUHCM in science, technology, and innovation.
Research and develop scientific, technological, and innovative products, transfer knowledge, and commercialize them according to the orders of the State and enterprises; participate in solving social issues, contributing to green growth and sustainable development of HCMC and VNUHCM.
Act as a bridge between training and research units of VNUHCM with enterprises and society to promote knowledge transfer and commercialization of scientific research, technology development, and innovation results; joint venture, associate, establish or contribute capital to establish spin-offs, start-ups, and other types of enterprises according to the 2020 Enterprise Law.
Incubate, consult, and provide essential services to develop products, improve capacity to implement science, technology, and innovation activities according to social needs; promote the spirit of creative entrepreneurship among learners, lecturers, officials, and employees of VNUHCM.
VIH is organized as a lean and effective structure designed to support a high-autonomy operating model.
Director and Deputy Directors responsible for executive management.
A council of leading STI experts.
Office functions and specialized professional units.
Service centers, key laboratories, and spin-off/startup enterprises.
VIH's organizational structure is designed to be lean and efficient to meet high autonomy:
Board of Directors: Director and Deputy Executive Directors.
Specialized Units: Office and functional, specialized units.
Affiliated Ecosystem: Service centers, key laboratories (Biotech, Semiconductor, AI...), and spin-off/startup enterprises invested in or managed by VIH.
Strategic coordination
Strategy, policy, and network guidance.
Research groups, labs, and flagship projects.
Enterprises, localities, universities, and startups.
The operating model is presented as a coordination network: the Council and Executive Office set priorities, R&D units build core capabilities, and implementation partners turn outcomes into projects, products, and real value.
